How Top Film Schools Get Ranked

What, pray tell me, constitutes which film school becomes known as one of the the top film schools? I’m curious as to how they get ranked, and by whom? Is it based off of success of former alumni in the realm of Hollywood? Or is it based off of something like critical acclaim for the short films that have come out of the school? Or is it based off of the facilities?
